LAVINIA RUBEN
Lavinia is a qualified Chemist currently serving at the Namibia Medicines Regulatory Council under the Ministry of Health and Social Services. She holds an Honours Degree in Applied Chemistry from the Namibia University of Science and Technology. With over five years of experience in medicines regulation and quality control testing, she plays a key role in ensuring that safe, effective, and quality medicines are available to the Namibian public.
She is an approved Technical Signatory accredited by the Southern African Development Community Accreditation Service since 2022, a recognition that is maintained through annual competency evaluations. Her accreditation reflects her expertise in ISO/IEC 17025 laboratory standards and her competence in authorizing analytical results. She has undergone multiple assessments and continues to demonstrate technical excellence in laboratory quality assurance systems.
She serves as Namibia’s focal person for Nitrosamine Risk Assessment, a global initiative under the World Health Organization aimed at monitoring and controlling nitrosamine impurities in medicines. In this role, she reviews risk assessments and confirmatory data submissions to safeguard public health. She also holds various professional certificates in Non-Conformities Assessment, Risk and Opportunities Evaluation, Measurement Uncertainty Evaluation, Internal Auditor Requirements, WHO Benchmarking Pharmacovigilance etc. She is passionate about strengthening regulatory systems and advancing medicine quality assurance in Namibia and beyond
